The drink is basically a Green Tea Frappuccino with peppermint syrup, white mocha sauce, java chips, and mocha drizzle.
Through Halloween, participating Starbucks stores are also offering the Franken Frappuccino or any other grande Frappuccino for a $3 after 2 pm (compared to $4 or more).
If you miss out, you can still custom order a Franken Frappuccino after Halloween, but it'll probably cost you a bit more.
