These cost $3.69 for a 4-piece order (they originally tested these as "Kooky Dough Brownies" and I guess they still have the stickers from then).
There came pre-packaged in sealed plastic. I'm guessing they ship these out to each Little Caesars restaurant frozen and then keep than in a fridge until you order it. Mine was just slightly cold when I got it.
In addition to the M&M's Minis, the cookie dough frosting came topped with an odd smattering of cookie crumbs. I think it's supposed to add an extra cookie texture but it didn't really come across other than visually.
The frosting itself offered a brown sugar flavor with added candy crunch and chocolate from the M&M's Minis. At room temperature, it's a bit too thin to give off a cookie dough vibe but throw it in the fridge for a bit and it firms up to a cohesive cookie dough-like texture.
The brownie portion was appropriately gooey and a little sticky. It stuck to the paper tray a bit but came off pretty cleanly without leaving more than a few crumbs. In flavor, it was pleasantly chocolaty and sweet but not overly so.
Taken altogether, Little Caesars M&M's Minis Cookie Dough Brownies were quite enjoyable. While the cookie crumbs seemed superfluous, the cookie dough frosting and brownie paired up really nicely and the added both crunch and flavor.
