I went and bought one for $2.99.
I'm pretty sure these are packaged and shipped to each Popeyes location frozen. Mine seemed to be recently thawed, so cold but not frozen.
The banana whipped cream offered a fairly mellow banana flavor with a light, airy feel. There were a few, scattered, soggy Nilla wafer crumbs on top. So few that they added nothing in terms of taste or texture
The vanilla cake had a touch of vanilla flavor and was dry and crumbly (although I think that might vary, depending on how long the cake has been sitting in the fridge).
Overall, there's not a whole lot going on with Popeyes Banana Cream Cake, as you basically have a plain cake with a single layer of whipped cream on top. The banana flavor, although mild, was nice enough, but the cake was a bit lacking. The chain's previous Banana Pudding Parfait made for a far superior banana-flavored dessert (with more Nilla wafers to boot).
